摘要
文章从教育公共治理的时代背景、高等教育自身的属性、评估活动的价值判断性以及中介组织的专业资质四个层面论证了中介组织参与高等教育评估的外部必要性和内在可行性。同时,以问题为抓手,阐述了当前高等教育评估中介组织在身份主体合法性、独立性、专业性、公正性和沟通性等方面受到的挑战。最后,从评估立法、资格鉴定、政府扶持、信息公开、人才培养和评估文化等维度提出了相关的应对措施,以期推动中介组织未来的发展。
This paper demonstrates the external necessity and internal feasibility of intermediary agencies~ participation in higher educational evaluation from the background of public educational governance, the es- sential attributes of higher education, the value -judging nature of activity evaluation and the specialty of in- termediary agencies. Meanwhile, taking questions as starting point, it also demonstrates the intermediary a- gencies challenges existed from agencies'identity legality, independence, specialty, impartiality and commu- nication, intermediary agencies of higher education in China confronted with institutional obstacles and their own development challenges, etc. Finally, this paper puts forward corresponding measures to promote the future development of intermediary agencies from several dimensions, such as legislation of evaluation, accreditation, government support, information opening, personnel training and evaluation culture.
