论现代化视域下完善和发展村委会选举的基本路径

Study on the Basic Way of the Improvement and Development of the Election of Villagers' Committee in the Vision of Modernization

中国农村村委会的选举是现代化在农村推进的政治产物,其完善和发展必须纳入到现代化的视域来进行考察。社会转型引发的格局调整使得制度体系处在一种变动、整合的状态,再加上中国农村的政治经济发展不平衡,村委会选举在制度设计和实际操作过程中面临着诸多的困难和挑战。以现代化的视域审视村委会选举存在的问题并提出具体对策是实现农村治理民主化、国家治理现代化的基本路径。要坚持以促进农村经济的平稳健康发展为动力、以培养现代化的新型农民为基础、以深化选举体制机制改革为着力点、以健全选举法治体系为保障、以加强农村基层党组织建设为领导力量,实现村委会选举的程序化、规范化、制度化。

Chinese Election of Villagers' Committee is the political creation of the advance of modernization in rural areas,and its improvement and development must be investigated in the vision of modernization.Because pattern adjustment caused by social transformation result in the changes and integration of the regulations system and Chinese rural political and economic development is unbalanced,the election of villagers' committee faces many difficulties and challenges in the process of system design and practical operation of the social transformation. To examine the problems and challenges of the election of villagers' committee in the vision of modernization and to pus forward some concrete countermeasures are basic ways of accomplishing the democratization of village governance- style and the modernization of national governance. The improvement and development of the election of villagers ' committee in the vision of modernization should be powered by stable and healthy development of rural economy,be based by cultivating modernized new- type farmers,be stressed by deepening the reform of institutional mechanisms,be guaranteed by perfecting legal system of election,and be the leading power by strengthening the construction of basic- level party organization,so that it can achieve the regularization,standardization and institutionalization.
