试论公共治理视角下社区警务的完善

On the Improvement of Community Policing from the Perspective of Public Governance

公共治理理论的兴起为社区警务的完善提供了一个崭新的视角。通过公共治理理论分析,社区警务存在着治理主体单一,各治理主体之间沟通渠道不畅,缺乏互动合作,传统社区警务理念、手段滞后等问题。社区警务的改革应构建社区多元治理主体之间协作共治的机制,拓宽社区各治理主体之间的沟通渠道,增强互动性,建立社区警务预警机制,充分发挥预防作用。

The rise of the public govemance theory to improve the community policing provides a new perspective. Based on the analysis by theory of public governance, there are such problems as the single subject governance, poor channels of communication between the management of the main body, lack of interaction and cooperation in the community policing and the lag of traditional concept of community policing. The reform of community policing should begin with constructing the mechanism of cooperation between multiplex community governance subjects, broadening the channels of communication, enhancing the interaction and establishing pre-waming system to give full play to its role in the prevention of crimes.
