精英阶层是农村社区治理中的一支重要力量,在很大程度上推进了农村现代化的进程。皖东资源型农村社区A村在由农村变社区过程中,该现象比较典型。该村精英阶层形成的过程,经历最初经济资本的积累,到人力资本的积淀,再到社会资本的扩张,精英阶层成功获取农村社区中的政治、经济特权。凭借这些特权,精英阶层介入农村社会事务的管理,重构农村社区的权力结构。

The particular situation of rural communities in transition has provided the platform for the economic elites in rural communities to display their abilities and talents. The economic elites rely on the economic advantages of their own,hold the numerous resources in rural communities,and own the absolute discourse power in the communities,which all become the chips for them to transit into political elite. With political and economic privileges together in themselves,the rural elite have accumulated abundant social capital for their own development,and have played an important role in the process of urbanization in rural areas. By virtue of the social resources,the rural elite have directly contributed to the urbanization of rural communities,hence having a significant impact on the process of rural modernization.
