This article makes an exploration and study of leaders＇ worldviews of governing the country and the society in Lao proverbs. In Laos those who are excellent, capable, and responsible are chosen as the people＇s representatives whose main tasks are to govern the country and the society, to serve the people and become their strong backing, and to prevent enemies from invading the country. They play very important roles in leading social development, and thus also enjoy the highest authority, but they are forbidden to abuse their powers and to defraud the people in illegal fields. As the leaders of the ruling class, they also need to be kind and charitable. In addition, they should love their own country, put the interests of the country and the people first, protect and promote the traditional ethnic culture, and make it develop increasingly.
