国内外教育质量认知述评与研究启示 被引量:3

The cognitive review and the enlightenments on the study of education quality at home and abroad

摘要 对于教育质量的见解,从国内外教育机构的文件、研究报告、评价指标以及官员讲话、专家解读等多方面进行归类分析来看,就有学生发展说、目标达成说、需求满足说、条件保障说、公平效率说、知识增长说、全面管理说、追求卓越说、难以捉摸说、教育要素说、体系协调说、内在规定说、价值判断说、教育变革说等多种观点。由此可见,关于教育质量不仅远未达成共识,而且存在着认知困惑。但无论如何,教育质量是不能绕过的教育问题。因此,我国教育质量研究的聚焦点是:掌握精英性质量和大众性质量统一的原则;坚持连续性和阶段性、整体性和个体性统一的二点认识;探索教育质量的规定性、时代性、多维性三大内容。 As to the understanding of educational quality, from the file, the research report, the evaluation index of educational institute at domestic and abroad, and the analysis of official speeches and experts' paraphrase, there is the theory of students' development, the theory of goal attainment, the theory of demand to meet, the theory of condition guarantee, the theory of equity and efficiency, the theory of knowledge growth, the theory of general management, the theory of striving for excellence, the theory of unpredictable, the theory of educational element, the theory of system adjusting, the theory of intrinsic value, the theory of value judgment, the theory of educational reform, etc. This shows the cognition confusion on the education quality, and there is still a long way to go to reach at a consensus. However, the quality of education is the problem that cannot be bypassed in the education. So the focus in the study of educational quality in China is mastering the unifying principles of the high quality and the mass quality, adhering to the two points, that is, the unifying of the continuity and the periodic, and the unifying of the integrity and the individuality, and exploring the nature of the stipulation, the times and the multidimensional in education quality.
