新《环境保护法》下石油石化企业环境管理工作重点

Emphasis of Environment Management Work of Petroleum and Petrochemical Enterprises Under New "Environmental Protection Law"

2015年新修订的《环境保护法》提出了"按日处罚上不封顶""企业违法可拘留责任人""环保部门可直接查封扣押设备"等处罚措施。新《环境保护法》的实施对于石油石化企业将形成更加严厉的倒逼机制,文章探讨新《环境保护法》对石油石化企业环保工作的影响:促进企业环境管理观念转变,强化企业污染防治责任,突显领导责任、规范企业环境管理行为,更加重视环境影响评价,促进信息公开和公众参与等。通过将"环保优先"落到实处,完善制度体系,大力推广清洁生产,强化配备并运行必要的环保处理设施,树立环境友好的企业形象,强化环境管理等,实现企业与经济社会的协调发展。

2015,the revised'Environmental Protection Law of the People's Republic of China'put forward some punishment measures such as no limit to daily forfeit',detain the liable person if the company transgress the law', environmental protection departments can directly close down and seize equipment'.The implementation of the new law put forward higher requirements to high risk,high pollution industry characteristics of petroleum and petrochemical enterprises.This article discusses the effects of the new law on environmental protection work in petroleum and petrochemical enterprises:forcing corporate change environmental management idea,strengthening corporate responsibility for pollution prevention and control,highlighting the leadership responsibility,specification of environmental management behavior of enterprises,paying more attention to the environmental impact assessment,promoting information disclosure and public participation.Through implement of environmental priority',system improvement,and vigorous promotion of clean production with necessary environmental protection treatment facilities,enterprises can establish an environmental friendly corporate image,strengthen environmental management and realize harmonious development.
