我国疫苗异常反应损害的商业保险补偿方式研究

Research on the Commercial Insurance-Based Vaccine Abnormal Injury Compensation Program in China

目的:解决国内疫苗异常反应补偿机制不足的问题。方法:通过比较分析法、文献分析法和总结经验法,分析适合我国疫苗异常反应补偿机制的模式。结果:保险补偿模式具有补偿及时、风险分散以及可持续发展等优势,我国可以先开展疫苗强制责任保险和个人商业保险。建议:在保险补偿方式建立初期将财政补偿作为基本的补偿方式,并规范疫苗异常反应的相关法律法规。

Objective： To solve the existing mechanism problems of the vaccine adverse reaction. Methods： Through comparative study, literature analysis and experiential summary method, analyzing the suitable injury compensation system of vaccine abnormal reaction. Results： Insurance compensation system had advantages in compensation in time, risk diversification and sustainable development. Vaccine compulsory liability insurance and personal commercial insurance could be developed in China. Suggestion： Fiscal compensation should be the basic compensation way in the initial stages and relevant regulations of vaccine adverse reaction should be regulated.
