Research Progress on benefit Incidence Analysis of Government Public Spending

摘要 继2005年世界卫生组织提出全民健康覆盖后,全民健康覆盖成了包括我国在内的大部分国家卫生改革的一个重要目标。受益归属分析作为一种评估卫生系统筹资和服务利用公平性的工具被广泛使用。文章在介绍传统BIA法的基础上,重点阐述了国外静态受益归属分析和动态受益归属分析的研究进展,并对BIA在我国的研究前景和重点进行了展望。 After World Health Organization declared the Universal Health Coverage(UHC) in 2005, UHC has become a major goal for health reform in many countries, including China. Benefit incidence analysis(BIA) was a popular tool used to assess equity in health system financing and service utilization. Based on the introduction of BIA theory, it mainly illustrated the research progress of foreign static benefit attribution analysis and dynamic benefit attribution analysis. It prospected the research prospect and focus based on BIA research.
