Application of Risk Pre-control Management in Baoshen Railway Tunnel Maintenance

施工安全是铁路运营安全管理工作中的非常重要的内容,和企业安全生产目标的实现有着紧密的联系,这要求管理人员必须保证隧道维修施工过程中安全风险处于受控状态。本文针对目前风险管理存在的缺乏前瞻性和预见性的问题,对风险管理框架和步骤进行了梳理,总结出了包含风险识别、风险分析、风险评价和风险控制在内的风险管理框架。同时以包神铁路巴准线隧道维修工程为例,进行了风险等级的评定,使风险事件通过有效措施降低到可接受范围内。

Construction safety is very important content in railway operation safety management, and has a close relationship with enterprise＇s safety production, which requires managers must ensure that the safety risk is in a controlled state during the maintenance of the tunnel. The current risk management lacks forward-looking and predictability. This paper analyzes the risk management framework and steps and sums up the risk management framework including risk identification, risk analysis, risk evaluation and risk control. And taking the Bazhun line tunnel maintenance works of Baoshen railway for example, the level of risk is evaluated, so as to make risk events reduced to acceptable range through effective measures.
