On Sticking to and the Innovation of the Theory of Socialist State-Owned Economy

习近平总书记坚持马克思主义政治经济学的基本原理和方法,总结和汲取我国国企改革的经验教训,对捍卫和发展社会主义国有经济提供了正确的工作指导,也作出了重要的理论贡献。当前,我们要系统解决影响国企发展的深层次矛盾,还需在实践中进一步完善所有制结构理论,解决在宏观层面分清主辅、公平对待、确保国有经济地位和作用的问题;完善国有经济产权制度理论,解决全民所有权的实现形式与真正的所有者对接的问题;完善中国特色现代企业制度理论,解决国企法人治理结构既适应市场运行,又能发挥社会主义优势的问题。

Sticking to the fundamental tenets and methodology of Marxist political economics,General Secretary Xi Jinping summarizes and draws upon the experience and lessons of China's state-owned enterprise reform,and provides correct instruction for defending and developing socialist state-owned economy as an important theoretical contribution in this respect.At present,we should systematically solve the deeply rooted contradictions that affect the development of state-owned enterprises,and further improve the theory of ownership structure in practice,thus solving problems with regards to priorities,fair treatment,and the role of state-owned economy at the macro level.We should also improve the theories of property right system concerning the state-owned economy,so that the forms of people's ownership may actually reflects the real ownership.At the same time,we should improve the theory of modern enterprise system with Chinese characteristics,so that the corporate governance structure of stateowned enterprises may adapt to market operation while taking advantage of the socialist system.
