大庆油田创业城项目规模大、周期短、专业多、设计交叉量大、面广,传统的规划设计管理方法不能满足项目的需求,在实际操作中通过管理创新,将管理重点前置到方案设计阶段,变串联式设计为并联式设计,各专业同时介入、整体推进。与主管部门以及管理和使用单位提早沟通,形成良性互动,在规划设计前期尽量暴露矛盾、解决问题,提高了初设和施工图的设计质量,缩短了施工图设计周期,减少了实施阶段调整和修改工作量,提高了项目开发效率,降低了成本。

Chuangyecheng project in Daqing Oilfield is a project that is large in scale,short in period,and has many professionals,while large cross area in design,planning and design management methods of traditional project can not meet its demand. Through management innovation in actual practice,we move the key point ahead to the pre-conceptual design and preliminary design stage,change the series design in the past to parallel design,each professional intervention at the same time, push on integrally, and make early communication with the competent authorities and management and the using units,forming a positive interaction. Try to expose the contradictions in the early stage of planning and design, solve problems and improve the design quality of preliminary design and construction drawings,shorten the construction drawing design period,reduce the implementation phase adjustment and modification work,improve efficiency and save costs.
