摘要 在塔里木油田重点产能建设项目实行工程总承包过程中,存在管理模式落后、总承包商内部运行机制不合理导致投资不均衡和影响工程进度等问题,为此提出了应对措施。首先,选择合适的总承包管理模式:对于工艺相对简单的项目,建议采用EPC总承包模式;对于施工量大、环节复杂的大型产能建设项目,建议采取"E+PC"模式;对于物资采购复杂的项目,建议采取设计、施工联合体方式进行工程总承包,试点推行"EP+PC"模式。其次,及时编制施工图预算。第三,总承包商要加强设计过程管理,优化采购流程,明确各方的分工职责和工作界面。塔里木油田工程总承包管理经验可供日益增多的工程总承包项目参考与借鉴。 During the productivity construction of Tarim oilfield, the implement of EPC mode in major projects have been affected by the antiquated management pattern of the oilfield.The disproportionate operation mechanism within the community of general contractors also lead to unevenly distributed investment, which will eventually postpone the total schedule.The author discussed these issues and put forward to give correspondingly counteractions.Initially, it is necessary to choose adequate management mode of EPC; in addition, the EPC mode is suggested to apply in relatively simple projects while the E+PC mode is suggested to apply in complex production capability construction projects. Additionally, designconstruction general contracting mode is suggested to apply in sophisticated purchasing projects,while the EP+PC mode is suggested to launch in pilot programs.Moreover,the construction graph project budget should be established in time.Last,general contractors should strengthen the designing management and optimize the purchasing process; also, they should have clear responsibilities and concrete work-division. This thesis have summarized the experience of implementing the EPC mode in major production capability construction projects in Tarim oilfield for the reference of contractors to organize the increasingly growing projects of general contract of the construction.
