摘要
[目的/意义]非常规突发事件由于其不可预测性,给政府应急决策与管理工作带来了很大的困难。为了推进突发事件的信息提取与共享,提高历史案例的利用效率,提出一种新的方法。[方法/过程]通过对非常规突发事件的应急知识管理分析,给出了基于本体模型的案例推理的应急决策方法。采用本体模型提取出实例中公共知识,为实例与本体模型建立联系。并为实例的动态情景描述建立事件链,给出事件链的匹配计算方法。[结果/结论]该方法提高了知识的共享程度,同时解决了"情景-应对"型决策的情景描述与匹配问题,对非常规突发事件快速生成解决方案具有较大的参考价值和现实意义。
[Purpose/Significance] Unconventional emergency brings a great deal of difficulties to the governmentˊs emergency decision-making and management because of its inscrutability. With the purpose of promoting the work of extracting and sharing of emergency in-formation and improving the efficiency of emergency decision-making, this paper proposes a new method. [ Method/Process] On the ba-sis of analyzing the emergency knowledge management, this paper provides a method of emergency CBR based on case ontology. We ap-ply an ontology model to abstract shared knowledge, and connect emergency case with the ontology model. We construct events chain to describe dynamic scenarios. The matching degree computing technique for the events chain is also given. [ Result/Conclusion] It pro-motes the degree of knowledge sharing. It also solves the scenario description and matching problems in "scenario-response" decision-making. The findings have great reference value and practical significance for identifying the resolution to unconventional emergencies.
