公安机关反恐怖工作改革新探

反恐怖工作事关国家主权与领土完整,事关人民群众自身利益,事关国家、社会发展稳定大局。目前,我国发生的暴力恐怖案件表现形式呈现多样化、极端化的特点,且均与宗教极端思想有关,对国家安全、社会稳定、民族团结和人民群众生命财产造成了现实威胁。通过分析当前我国面临的反恐怖斗争新形势与新特点,找出公安机关反恐怖工作中存在的主要问题,提出反恐怖工作运行机制、情报信息、排查防控等改革模式。只有将反恐怖工作纳入公安改革建设中,全面打造反恐维稳的长效体系,构建全天候反恐怖预警研判体系,将一切可能发生的暴力恐怖活动消灭在萌芽状态,才能全面掌握反恐怖斗争的主动权,在复杂的反恐怖战争中始终立于不败之地。

The anti-terrorism is crucial to national sovereignty and territorial integrity, people＇s self- interest, development and stability of our nation and society. Currently, the terrorist cases appear to be diversified and polarized, and can be rooted to religious extremism. It has posed a substantial threat to our nation＇s integrity, stability, unity and security. By analyzing the struggle against terrorism and new features of the new situation facing our country, the public security needs to identify the main problems exist in the work of anti-terrorism, anti-terrorism work proposed operation mechanism, intelligence information, investigation and prevention, and control reform model. Only include the counter-terrorism work into the public security reform and construction, can create a comprehensive system of long-term anti-terrorism and safeguard stability, build all-weather anti-terrorist warning system judged, which will hold all violent and terrorist activities that may occur in the bud, in order to fully grasp the initiative in the struggle against terrorism.
