河南省武陟县1950—2013年疟疾防治历程及消除效果

Course of control and elimination of malaria in Wuzhi County,Henan from 1950 to 2013

目的了解武陟县疟疾流行概况与防治历程,总结评估武陟县消除疟疾工作,为其他地区实施消除疟疾行动计划及开展评估工作提供参考和依据。方法对武陟县1950—2013年疟疾防治疫情数据、报表、文件等资料进行描述性分析和总结,采用Excel软件进行统计分析,根据国家卫生计生委《消除疟疾考核评估方案(2013年版)》,从保障措施、技术措施、防控效果3个方面对消除疟疾工作进行评估。结果疟疾曾是危害武陟县人民健康最为严重的地方性传染病,曾在1954、1964、1970年发生过三次大流行,防治工作经历控制流行、实现基本消灭、基本消灭后监测和消除疟疾4个阶段。消除疟疾阶段(2010—2013年)建立多部门联防联控工作机制,经费保障到位,按《河南省消除疟疾实施方案》要求开展消除和巩固工作,血检30 417人次,血片复核率为8.83%。结论武陟县经过多年抗疟,自1988年至今无本地感染疟疾病例,按照《疟疾控制和消除标准》(GB26345-2010),顺利通过了河南省消除疟疾考核验收,达到消除疟疾标准。

Objective To understand the process of epidemiology,prevention and control of malaria,and summarize andevaluate the malaria elimination work in Wuzhi County,so as to provide the reference for the implementation of action plan andevaluation of malaria elimination in other parts. Methods The prevention and control data,statements and documents ofWuzhi County from 1950 to 2013 were collected,analyzed and summarized,and the Microsoft Office Excel 2010 software wasused for statistical analysis. The malaria elimination work was evaluated from safeguard measures,technical measures andcontrol effects according to the＂Eliminate Malaria Examination and Evaluation Program（2013 Edition）＂ of National Healthand Family Planning Commission. Results Malaria was one of the most serious endemic infectious diseases whichendangered the people＇s health in Wuzhi County. Three big endemics occurred in 1954,1964 and 1970. The prevention andcontrol work experienced four stages： epidemic control,basic elimination,malaria detection after basic elimination,andelimination. In the elimination stage（2010-2013）,the multi-sectoral working mechanism for joint prevention and control wasestablished,the funding was ensured,and the elimination and consolidation work was carried out according to the ＂HenanProvince Eliminate Malaria Plan＂ requirements. The number of blood tests was 30 417 person-times,the blood smear reviewrate was 8.83%. Conclusion After years of malaria prevention and control,there were no local malaria cases in WuzhiCounty since 1988. According to the ＂Standard of Malaria Control and Elimination＂（GB26345-2010）,this county has reachedthe standard of malaria elimination and passed the assessment of malaria elimination of Henan Province.
