城市社区老年人日间照料服务运营模式实证调研——以洛阳涧西区为例

Research on Operation Mode of Day Care Service for the Old in Urban Community——Take Jianxi District of Luoyang as an Example

通过对洛阳市涧西区日间照料中心的建设规模、基础设施、运行方式及服务情况等现状进行实地调查,重点分析了城市社区老年人日间照料服务在发展过程中面临的资金投入不足和资源单一,政府职能不清、监管不严,服务项目较传统、缺乏专业服务理念,养老观念陈旧、社会认同度低等问题。提出了多元化途径筹集资金、发挥和利用社区资源优势、明确部门职能、更新服务理念、加大宣传力度等发展对策。

Through field investigation on construction scale,infrastructures,operation mode and service condition of of day care center in Jianxi district of Luoyang,the paper analyzes some problems in the process of developing service of urban community day care for the old,such as the shortage of finance and resources,vague duties and lax supervision of government,traditional service projects,lack of professional service concept,outdated endowment concept,low social recognition and etc. we put forward countermeasures such as raising funds through diversified ways,taking advantage of community resources, clarifying department functions, updating service concept, intensifying propaganda.
