本文提出了深化自然资源产权制度改革的目标应当是"物质丰富、财产广布,产权正当、归属公平,权责清晰、救济便利",厘清了这一目标的具体内涵,并在此基础上,对深化自然资源产权制度改革的前进动力、现实路径、政治标尺及其长期性和紧迫性进行了具体阐释。
