新疆铁路沿线主要气象灾害风险区划及减灾对策探讨 被引量:11

摘要 综合考虑致灾因子危险性、承灾体易损性和孕灾环境稳定性,基于GIS技术建立了新疆铁路沿线大风、沙尘、积雪和暴雨型洪水四个主要气象灾害的风险评估指标体系和评估模型,实现了铁路沿线主要气象灾害的风险区划及灾害风险分析。结果发现,铁路沿线各县市因自然条件不同,其潜在风险的类型和程度地域差异性显著。分别给出了4个主要气象灾害的高风险区、次高风险区、低风险区和次低风险区的范围,并探讨了相应的减灾对策。 Considering hazard risk of disastrous factors, vulnerability of disaster-affected body, and stability of dis- aster-forming environment, the risk evaluation index system and the evaluation model for four main meteorological disasters of strong wind, sandstorm, snow calamity and rainstorm related flood were established, and the risk zoning and risk analysis of main meteorological disasters along railway lines in Xinjiang were completed. The study showed that, different geographical conditions caused different potential risk types and levels, four main meteorological dis- aster areas, the high risk areas, sub-high risk areas, medium risk areas, low risk areas and sub-low risk areas, were then given respectively, and corresponding disaster reduction countermeasures were explored.
