巴基斯坦经济发展机遇与“一带一路”建设

Pakistan's Economy and Opportunity under the Belt and Road Initiative of China

当前巴基斯坦宏观经济形势逐步好转,经济总体处于复苏的低增长状态。但国内经济发展中面临通货膨胀率高,经济受政局动荡影响;经济结构不合理,工业化发展缓慢;对外援的依赖性强,影响自主发展能力;高财政赤字率、低储蓄率与投资率、基础设施落后等问题。"一带一路"建设为新时期巴基斯坦经济社会发展提供新机遇,"中巴经济走廊"建设中不仅从中国的经济政治利益考虑,更多地要从巴基斯坦经济发展长远战略需求来引导和布局。发展转口贸易,成为"一带一路"建设中的商品集散地;承接产业转移,改善国内产业结构;依托能源通道建设,构建"中巴命运共同体";借助新疆文化科教中心建设,提升巴基斯坦人力资源素质等成为巴基斯坦经济社会发展战略机遇,对促进经济发展、破解困境具有重要作用。

At present, the macroeconomic situation in Pakistan is gradually improving, the overall economy in a constant recovery of low growth. But there are still many problems facing the domestic economy, like high inflation rate, impact of political unrest ; unreasonable economic structure and slow development of industrialization ; strong reliance on foreign aid, thus affecting its ability of independent development; high fiscal deficit ratio and low savings and investment rate; and poor infrastructure. The Belt and Road Initiative will provide new opportunities for Pakistan＇s economic and social development in the new period. In the construction of China- Pakistan Economic Corridor, directions and layouts should be made from Pakistan＇s longterm strategic needs as well as from China＇s economic and political interests, including the development of transit trade, making the country become a commodity collection and distribution center in the area; undertaking industrial transfer to improve the domestic industrial structure ; establishment of China - Pakistan community of fate based on the energy channel construction; and promotion of the human resources quality under the support of the construction of the science and culture center in Xinjiang. These actions will not only offer strategic chances for the economic and social development of Pakistan, but play an important role in facilitating the economic development and solve the dilemma of the country.
