城市公共体育场馆运营管理中存在体制机制不畅、国有资产流失严重、税收负担过重、专业人才短缺、对公益性与经营性关系认识模糊等问题,从经营城市理论视角来看,城市公共体育场馆运营应坚持民营化改革方向不动摇,建立"公共体育场馆发展基金";加快培育公共体育场馆经营城市主体;尝试专业化托管模式;创新公共体育场馆运营机制;注重公共体育场馆无形资产的开发等对策,以促进城市公共体育场馆的可持续发展。

This article, based on the theory of city management, by using the methods of documentation review, interview, logical analysis and so on, discusses the concept of city management, the economic nature about public gymnasiums and stadiums based on literature review, Then it analyses the problems and solutions that puts forward countermeasures of public gymnasiums and stadiums in China based on the city management theory. We hope that this research results can provide references for the coordinated development of economic and social benefits of public gymnasiums and stadiums. It is to improve the management level of them. Then it can help to secure a sustainable development for them.
