摘要
以县级区域为单位整体推进基础教育信息化建设是当前我国基础教育信息化建设的关键环节与战略重点。针对如何在县级区域层面推进基础教育信息化建设问题,文章在系统分析区域基础教育信息化特征的基础之上,依据协同理论的观点提出了区域基础教育信息化建设协同创新机制;并结合教育信息化要素模型与基本规律,设计了基于协同创新机制的区域基础教育信息化建设过程模型;深入探讨了如何在区域基础教育信息化建设过程中实现协同与创新。最后以湖北省咸宁市咸安区的基础教育信息化建设为例,详细介绍了基于协同创新机制的区域基础教育信息化建设实践。
Promoting educational informatization at the county level is the key and strategic focus of the basic education informatization in China. To explore how to promote the basic education informatization at the county level, this paper first systematically analyzes the characteristics of the informatization of regional basic education. Then, it proposes a mechanism for collaboratively innovating the construction of the informatization of regional basic education based on the theory of coordination. Next, this paper presents a model of the construction process of the informatization of regional basic education based on the basic law and the element model of educational informatization. Continuously, this paper discusses on how to coordinately and innovatively construct the informatization of regional basic education. Finally, it validates the effectiveness of the construction process model by thoroughly describing its application in Xian'an District in Xian'ning City in Hubei Province.
