摘要
加强对生态系统产品和服务的定价研究是将生态福祉定量化和对生态环境算账的现实要求,目前缺乏被普遍认可的定价方法和参数。文章不考虑MA分类中的中间服务即支持服务,在勾勒出核算体系和实物量的基础上,对生态系统最终产品和服务的核算方法和价格参数的选择逐项分析,形成一整套定价体系。提出由专家合议推出相关方法的运用次序、权威部门定期发布相关重要价格参数、关注价格的可比性问题等政策建议。
Strengthening the research on how to price the value of ecosystem products and services is the requirement of environmental accounting. There are no widely recognized accounting methods and related parameters. The middle services such as supporting service in MA classification are not included in the discussion. Based on the quantity of final ecosystem products and services, the appropriate accounting methods and parameters were analyzed item by item and the complete set of pricing system are proposed. Policy important oarameters by authority in given suggestion, such as recommending the period and paying attention to the price comparability, are put forward.
