摘要
运用DEA方法,测算了我国30个省份2003--2012年农业全要素能源效率,并运用Tobit模型对其影响因素进行分析。结果表明:(1)农业全要素能源效率由东向西依次递减,存在着较大的地区间差异;考察期内除西部地区呈现出小幅波动上升外,东、中部地区以及全国整体农业全要素能源效率均出现不同程度恶化。(2)影响因素中:农民收入水平、有效灌溉面积、经济发展水平、农业增加值地区占比、农业科技研发对农业全要素能源效率提高有显著促进作用;要素投入规模、财政政策则阻碍了农业全要素能源效率的改善。
This paper studies the agricultural total factor energy efficiency of 30 provinces in China during the period 2003- 2012 by DEA method, analyzes the influencing factors using the Tobit model. The results shows that: (1) the agricultural total factor energy efficiency decreases from east to west. There is large regional difference; during the study periods, the agricultural total factor energy efficiency of east part, central part and the whole China deteriorates in different degree, except micro moves upward in west part. (2) Among influencing factors: the income level of peasants, effective irrigated area, levels of economic development; the proportion of the agricultural added value in area total output value and R&D expenditure of agricultural science all have positive impact on agricultural total factor energy efficiency; while, scale of factor inputs and fiscal policy have negative impact on the agricultural total factor energy efficiency.
