3R + 1C: City Government Crisis Management Capability Analysis of the New Normal

危机治理能力是检验一个城市治理能力和治理体系现代化的重要标准。新常态下的城市危机不断呈现出新特性,城市政府作为公共服务的提供者和公共事务的管理者,必然要承担危机治理的责任。结合当前我国城市发展新常态特点,可以考虑建构一套"3R+1C"的城市政府危机治理能力体系,即危机预测预警能力、应对处置能力、恢复重建能力和治理协调能力,为促进城市政府危机治理能力新常态建设提供具体工作思路和建议。

Crisis management capability is an important criterion for testing the ability and system of modern city gover-nance. Under the new normal, with urban crisis constantly showing new characteristics, the city government as a provider of public services and manager of public affairs, is bound to take responsibility for crisis management. Combined with the current development of China’s city new normal characteristics, a set of“3R＋1C”city government crisis management capability system can be constructed involving the crisis forecasting and early warning capability, crisis handling capabil-ity, crisis recovery capability and collaborative capability, providing specific ideas and suggestions for promoting the city government crisis management capability construction of the new normal.
