志愿服务激励立法的域外经验与本土思考

志愿服务立法是我国社会治理领域立法的一个重要项目,当前国家层面的立法工作正在推进当中。激励措施作为志愿服务立法的重要部分,对于激发志愿者和志愿服务组织的积极性,推动志愿服务事业发展的作用显著。当下志愿服务立法中,激励制度缺乏体系化和针对性,通过借鉴域外的相关经验,分析国内的现状与问题,引入物质和精神双重激励的机制,对我国志愿服务激励法律规范的设置提出见解,以促进志愿服务事业的进一步发展。

Volunteer service legislation is an important project in the field of social governance legisla-tion.As an essential part of volunteer service legislation , incentive measures can not only stimulate the enthusiasm of volunteers and volunteer service organizations , but also improve the development of volun-teer service course .The current system of volunteer service legislation lacks systematization and perti-nence.In this paper, by learning from relevant overseas experience , we analyze the domestic status quo and problems, introduce both material and spiritual incentive mechanism , and offer insights on the learn-ing of incentive legal measures so as to provide support for the volunteer service legislation .
