The Construction and Implementation of Strategic Early Warning （SEW） to Cope with New Type Network Attack

以APT为代表的新型网络攻击的出现使得网络安全面临日益严峻的形势，加强网络空间战略预警建设和运用已成为当前各国极为关注的问题。文章分析了新型网络攻击带来的威胁与挑战，提出了网络空间战略预警的内涵与优势，研究了网络空间战略预警系统总体结构、系统组成与关键技术，并指出了加强我国网络空间战略预警能力建设的若干措施。

The network security has becoming fragile because of the new type network attack such as APT. The threaten and challenge brought by new type network attack are analyzed, and the connotation and advantage of network Strategic Early Warning（SEW） are put forward. The general structure and critical technique of network Strategic Early Warning are researched. The countermeasures of consolidation about network Strategic Early Warning are suggested.
