摘要
社会工作督导制度是否完善,功能是否发挥,将对社会工作服务的质量和社会工作的专业化发展造成很大的影响。通过对浙江省社会工作督导情况从实务操作与角色认知等多维度的调查了解,发现在社工发展良好的地区,社工督导已经逐步引入,并开始培养本土督导,但是,从总体的制度建设来讲,由于缺乏社工督导资格认定标准、缺乏本土社工督导人才以及社工督导工作开展的统一规范,其功能难以充分发挥,为此,建议从宏观的顶层设计出发,形成"顶层设计为基础,政社合作为手段,梯次发展为序列,激励导向为目标"的浙江特色的社工督导人才制度框架,更好地促进浙江省社会工作的专业化发展。
Supervision system and function of social work can impact the quality of social work services and its professional development a lot. Through the investigation of the supervision situations of social work in Zhejiang province from the aspects of practical operation and role recognition,the study found that social supervision had been gradually introduced,and began to train local supervisors in the area that social work had been well developed. Due to the lack of accreditation standards,local talent and work norms,it is difficult to give full play to the function of social work supervision. The study put forward advices of forming the framework of social supervision talent system with the characteristics of Zhejiang to promote the professional development of social work in Zhejiang province. Starting from macro top-level design,the framework should make the top-level design as the foundation,political and social cooperation as means,echelon development as order,and incentive orientation as goal.
