社会治理视域下的社区志愿服务长效机制建构

Construction on Long-term Mechanism of Community Voluntary Service in the Perspective of Social Governance

社区志愿服务既是对志愿精神的弘扬,也是激发社会发展活力的重要途径,同时也是公民对社会主义核心价值观的自觉践行,具有重要的现实意义。当前社区志愿活动普遍存在"运动式""一次性"的问题,服务缺乏延续性,不利于社区志愿服务的可持续发展。在社会治理创新的背景下,要探索通过健全宣传机制,建立志愿服务供需对接机制,依托专业社会工作机构与人员,借助政府购买服务项目,加强对志愿者的系统培训,建立志愿服务纪录与证明制度,完善社区志愿者的激励与保障机制等途径构建当代社区志愿服务的长效机制。

Community voluntary service is not only the promotion of volunteer spirit,but also an important way to stimulate the vitality of social development,and practice consciously the socialist core values. Therefore,it has an important practical significance. The problems of the current community voluntary activities are mostly campaign-style and one-off. And service is the lack of continuity. These are not conducive to the sustainable development of community voluntary service. Under the background of social governance innovation,through improving the mechanism of propaganda,establishing volunteer service supply and demand docking mechanism,relying on professional social work organization personnel and government purchasing items to strengthen the systematic voluntary training,establishing record-keeping and proof system of voluntary service,perfecting the incentive and guarantee mechanism of community volunteers and so on,we can explore the way of constructing long-term mechanism of the contemporary community voluntary service.
