上海国家级经济技术开发区管理体制变革途径初探

Approach to the Reform of Management System of Shanghai National Economic and Technological Development Zone

20多年来,上海国家级开发区已成为集聚发展先进制造业、高新技术产业和现代服务业的重要载体,成为支撑上海经济增长的重要力量。但在新的发展形势下,其一些体制性矛盾开始凸显。阐述了上海国家级开发区管理体制现状,分析了管理体制优势弱化的主要原因和体制性障碍,比较上海经济开发区不同管理体制的主要特点,提出了完善上海国家级开发区管理体制的创新路径。

National-level development zone in Shanghai has gone through more than 20 years of develop- ment, and has become an important carrier of cluster development of advanced manufacturing, high-tech industries and modern service industry, as well as an important force of supporting Shanghai＇s economic growth. But in the new development situation, the system began to highlight some of the contradictions. This paper elaborates on the current Shanghai national-level development zone, analyzes the main reasons and institutional obstacles of the advantage weakening of management system of Shanghai national-level development zone company system. Through comparing the main features of different management sys- tems of Shanghai economic development zone, it also proposes the innovative approaches of improving the management system of Shanghai national-level development zone.
