农民市民化是我国全面建成小康社会走有中国特色新型城镇化的关键,其实质就是实现城乡一体化发展,消除城乡差距,使广大人民群众共同分享现代化成果。农民市民化是实现社会公正的体现,通过深化改革,改变不合理的原有户籍、土地和社会保障制度,国家、社会和个人共同努力,以发展为第一要务,公正地实现公共基础服务均等化。

The whole country including individuals makes every effort and takes the development as the top priority to achieve the basic public service equalization through deepening reform, changing the unreasona- ble original household registration, the land and social security system.
