Party Construction at basic levels in State-owned Enterprises under Mono-Exclusive-Party-and-Executive System

党政"一肩挑"领导体制是理顺党政关系,充分发挥党组织政治核心作用的积极探索。"一肩挑"领导体制的形成表明,它有利于解决企业中长期存在的以党代政、党政不合和组织内耗等难题,具有历史必然性。但是,目前这种领导体制也在企业内部产生了一些弊端,如权力滥用、腐败滋生、制度建设被忽视等问题。因此,必须创新企业基层党建,加强思想教育导引,重点做好选拔干部工作,强化党内监督,才能更好地完善"一肩挑"的领导体制,完善基层党建工作。

The Mono-Exclusive-Party-and-Executive System is an active exploration to ensure the core effect of Party organizations. Such system, the formation of which is a historical inevitability, has been beneficial in coping with some issues existing in the enterprises. However, it has resulted in such problems as power abuse, corruption and neglect on system construction. It is, therefore, necessary to take innovative methods in Party construction at basic levels in the enterprises, improve ideological guidance and work of cadre selection, strengthen inner-Partysupervision so as to consummate the system.
