重大行政决策专家咨询制度的困境与突围

党的"十三五"规划建议中明确提出,"提高决策科学化水平,健全决策咨询机制"。专家咨询制度作为实现重大行政决策科学化、民主化的有效途径,亟待完善。目前,该制度存在着法律依据不完善、专家选任随意性大、参与机构形式单一、专家咨询范围和方式不明确以及专家责任制度缺失等问题。完善我国重大行政决策专家咨询制度需要完善立法、改进遴选机制、实现参与机构的多元化、明确咨询范围和方式、建立健全责任制度。

But the system exist imperfect legal basis, the experts selected optional the gender is big, participate in organizations form a single, expert consultation scope and the way is not clear and lack expert responsibility system. To perfect our major administrative decision-making expert consulting system need to perfect the legislation, improve the selection mechanism, realize the diversity of the participating organisations, clear the scope and methods, establish and perfect the system of responsibility.
