基于SBM模型的水污染物排污指标分配实证研究

摘要 文章应用非期望产出的SBM模型来评价企业的水环境绩效,并将评价结果与传统的DEA评价方法(CRS和VRS)进行比较分析,最后以此进行排污指标初始分配,以佛山市南海区皮革企业为例,进行了实际应用.结果表明,方法的模拟分配结果在公平的基础上,企业环境效率越高,可分配到的COD和NH3-N排放指标也越高,这对企业治污起到激励作用,效率评价以MaxDEA pro软件运算,易于操作. This paper applies undesirable output of SBM model to evaluate the water environmental performance of enterprises, and comparatively analyzes the results of the evaluation with the traditional DEA Evaluation Method (CRS and VRS), and finally implements the initial allocation of emission quota by applying the model onto the leather enterprises in Nanhai District of Foshan. Results show that the simulation results of allocation is based on an equal footing, the higher the environment efficiency of enterprises, the more allocation of COD and NH3-N emission quotas they could get, this could be an incentive for enterprises to control pollution. The efficiency evaluation can be easily operated by using MaxDEA pro software.
