The Strategy and Path of Integrating Urban and Rural Residents Medical Insurance System

湖北省于今年2月份通过整合城乡居民医保制度工作方案,建立"七统一"的城乡居民基本医疗保险制度。人社部门在推进此项工作中,注重"谋在前",即抓住责任分工、督导改革、完善大病保险和人社部部署工作等机遇,促使改革驶入快车道;"整为重",即通过整合,在体制机制的创新、政策措施的衔接、经办流程的再造和服务能力上实现新的提升,实现1+1>2的改革效应;"合当先",即统一管理体制。

In February 2016, the scheme of integrating urban and rural residents health insurance in Hubei was adopted, and a ＂seven-unified＂ basic medical insurance system was established. In the process of approving this project, the administrative department intensified taking chances to promote system reforms, strengthened integrating to improve the system so as to get the effect of 1＋12, and emphasized having a unified management system.
