Exploration and Consideration of Systematically Constructing Security System for Serious Diseases in Chengdu

在系统构建城乡一体、公平可持续的大病保障制度体系的实践中,成都市坚持深化改革与创新发展并举、制度建设与经办管理并重、部门联动与社会参与并行的改革思路,建立起以城镇职工和城乡居民两项基本医疗保险制度保基本、城乡居民大病保险作补充、大病医疗互助补充保险和重特大疾病保险补短板、城乡医疗救助和慈善大病救助保底线、商业健康保险为辅助的较为完善的城乡一体的大病医疗保障体系,确保了参保企业和个人以较低缴费标准获得较高保障水平。

In the process of systematically constructing a urban-rural integrated, equal and sustainable security system for serious diseases in Chengdu, we insisted on simultaneously taking action of further reform and innovative development, equally strengthening system construction and agency management, concurrently participating of multi-sectors and society. We have set up a relatively completed and urban-rural integrated medical security system with the characteristics of basic security by urban employee basic medical insurance and urbanrural residents basic medical insurance, supplemental security by serious illness insurance for urban-rural residents, shortage-complemented security by mutual-aid supplemental medical insurance for catastrophic diseases and major diseases insurance, bottom-line security by urban-rural medical assistance and charity-aid for serious diseases, and assisting security by commercial health insurance. As a result, it has ensuredd the participating enterprises and individuals enjoying higher level of protection with low payment standards.
