风险社会视阈下立体化治安防控体系建设

A Construction of Three-dimensional Prevention and Control System of Public Order from The Perspective of Risk Society

风险社会中的风险本质上是一种社会秩序风险,其蕴含的不安全性、不确定性以一种新的秩序格局和公共空间重新定义着社会秩序结构。风险社会产生的制度自反性、有组织的不负责任、社会个体化及信任危机的消解为社会秩序设置了新的困局,对社会控制模式提出了更高的要求。社会控制是治安的本质,风险社会的出现既考验着现有治安防控体系的能力,也对提高风险认知研判水平、构建社会化防控主体、强化风险评估预警能力、完善立体化风险防控机制、培养动态化防控思路等方面的建设提出了新要求。

In a risk society,risk refers to a kind of social order risk in essence and the structure of social order is redefined by its insecurity and uncertainty in new patterns of order and public space.In risk society,new dilemma is posed in social order due to institutional reflexivity,organized irresponsibility,disappearing of social individualism and trust crisis,which sets a higher demand for social control models.Social control is an essence of social order.Risk society not only tests the current ability of prevention and control of public order,but also poses a new requirement concerning how to improve study and analysis of risk cognition,construct subject of prevention and control of social order,strengthen ability of risk evaluation and early-warning,improve three-dimensional risk prevention and control mechanism,develop dynamic thoughts of prevention and control.
