论法治公安建设中的障碍及其破解

On Obstacles and Its Way-out in Construction of Rule-based Public Security

法治公安建设作为社会主义法治国家建设的重要组成部分正在扎实推进,但建设过程中所面临的障碍和困难也是显而易见的。权力与法治的博弈、思想观念的价值撕裂、传统文化的濡染、习惯性执法的沉疴等都在不同程度地阻碍和制约着法治公安的建设进程。为实现法治公安建设的宏伟蓝图,对于阻碍法治公安建设的各种因素应予缜密研析,并积极探索破解方略,应重点从完善相关立法、重构执法机制、锻造执法队伍、培育良好的社会氛围等诸多方面发力,深入推进法治公安建设。

As an important part of construction of a socialist country under the rule of law,the construction of rule-based public security has been promoted in a steady way.However,it is very obvious to find many obstacles and difficulties in the process of construction.Many problems block and constrain the construction process of rule-based public security,including the game between power and rule of law,loss of value of ideology,influence of traditional culture,and long-standing puzzle of law enforcement.In order to realize the goal of constructing rule of law in public security organs,we shall conduct a meticulous study and analysis on all kinds of elements hindering the construction of law-based public security and actively explore strategy of approaches,promote the construction of law-based public security from improving relevant legislation,reconstruct mechanism of law enforcement,forge law enforcement personnel,build a favorable social atmosphere,etc.
