摘要
我国水利水电、交通、城市建设等行业征地补偿安置政策差异引发的各类矛盾和问题日渐凸显,给各行业征地移民安置工作带来了巨大的阻碍。以水利水电和城市建设、交通工程为例,从政策体系、管理体制与工作机制、征地补偿、移民安置和其他等五个方面对其差异进行了对比分析,并根据差异提出了相关建议,以促进水利水电工程建设征地移民安置政策的调整和完善。
The land compensation and resettlement policies are different between water conservancy and hydropower projects and urban construetiun, traffic projects in China, which lead to lots of contradictions and problems and enormous obslacles to land acquisition and resettlement in construction. The differences in such aspects as policy system, management structure and working mechanism, land eompensation, resettlement and others are analyzed. Based on the analysis, some suggestions are proposed to promote the adjustment and improvement of land compensation and resettlement policies in water conservancy and hydropower project construction.
