摘要
当前我国培训市场不断扩大,但国有培训机构在发展中却面临强大挑战。国有培训机构存在的主要问题包括:政企不分或政事不分现象严重、部分政府所属的各培训机构成为干部腐败的温床、培训内容陈旧或部分培训硬件设施落后、财务管理不规范、人事管理机制不够灵活等,因此,新常态下需要加强国有培训机构转型发展,应转变政府职能,创新体制机制,加强法制监管,整合培训资源,走品牌化道路。
At present,the training market in China has been expanding rapidly,but the stateowned training institutions are facing agreat challenge in their development.The main problems include:no clear line between the functions of the government and enterprises,corruption among officials in some state-owned training institutions,obsolete training contents,backward facilities,unsound financial management,and inflexible personnel management mechanism.Therefore,under the new normal,it is necessary to strengthen the restructuring and development of stateowned training institutions,change the government functions,innovative in institutional mechanisms,improve legal supervision,integrate training resources,and strive to distinguish themselves.
