Evaluation to the Implementation on the Expansion Plan of Medical Assistance in the United States

对贫困人口的医疗救助,目前引起了社会各界尤其是卫生领域的关注。利用2014-2015年医疗保险改革公开数据,构建评价指标体系,对美国医疗救助扩展计划进行评估。结果表明,截至2015年6月,美国已有30个州实施了医疗救助拓展计划,对于享受医保补助者,27个州执行联邦收入限制。2015年,美国全境保费援助月均额272美元,但全国医疗保险覆盖缺口人数高达370.8万人,美国医疗救助计划扩张尚未完全实现。

Medicaid reform for the rural people is an important policy issue in the world.This study aims at evaluating the medicaid expansion program in the USA by use of web-based statistical data sources and information on health care reform in 2014 and 2015.The evaluation was conducted based on the identified key indicators and sub-indicators including medicaid expansion and health insurance coverage gap.Resuhs showed that 30 states adopted the medicaid expansion programs still June 2015.The medicaid eligibility was expanded to low-income individuals in 27 states and specific incomes in other states.Average monthly advance premium tax credit was 272 dollars in the United States.Nationally, over 3.7 million poor uninsured aduhs felled into the ＂coverage gap＂ .The medicaid expansion remained works in progress.
