论适应性管理在江西省林业资源保护工作中的应用

Application of Adaptive Management in Forest Resources Conservation in Jiangxi Province

在全国进行生态文明建设和林业现代化建设的背景下,江西省迫切需要加快现代林业转型升级,提升林业资源质量,加快林业产业的支撑和引领能力。文章基于国内外适应性管理研究理论和实践案例,结合江西省森林管理现状,讨论适应性管理应用于江西省森林资源保护管理的必要性和可行性。提出应用适应性管理实施过程中应具备的一个核心组织和计划准备、操作实施、调整评估三个必要阶段。总结了适应性管理与江西森林资源管理相结合所面临的挑战,为进一步保护森林资源质量,应对环境风险提供新思路。

Under the background of the construction of ecological civilization and modem forestry construction throughout the country, Jiangxi Province urgently needs to accelerate the transformation and upgrading of modern forestry, promoting quality of forestry resources and accelerating the ability to support and lead the forestry industry. Based on the domestic and foreign research theory and practice of adaptive management, combined with the current situation of forest management in Jiangxi Province, the paper discusses the necessity and feasibility of the application of adaptive management to the management of forest resources in Jiangxi province. It is proposed that the application of adaptive management in the implementation process should have a core organization and three phases of plan preparation, implementation, and adjustment and evaluation. The challenges faced by the combination of adaptive management and forest resource management in Jiangxi are summarized in order to provide a new way to protect the quality of forest resources and to deal with the environmental risks.
