Taking the doctoral dissertation proposal’s novelty as an example in Guizhou University in 2014,This article analyzed of sci- tech novelty,which provides important scientific reference for Ph D thesis,by opening novelty and explicit topics of doctoral thesis direction,raise the topics of targeted and effective promotion of doctoral dissertation technological innovation level. And it recommends checking new scientific and technological personnel through the novelty of doctoral training in or regularly hold lectures about the novelty to escort for doctoral dissertation proposal.
