摘要
无偿资助实施的重要原则为"个人回报率"低于"社会回报率"。在高校扩招后混合资助模式中的"无偿资助"背离了"回报率"的原则,致使资金使用效率低,个人行为失范。"无偿性"是导致资助出现系列问题的根源。
The principle of implementing ＂free sponsorship＂ is to make sure that ＂personal return＂ is below the ＂social return＂. After the enrollment expansion of colleges and universities, the ＂free sponsorship＂ of the mixed sponsorship runs against that principle, which led to a low efficiency of money and some bad individual behaviors. The ＂free nature＂ is the root of a series of funding problems.
