广州市集体建设用地流转策略

Research On Collective Land Circulation In Guangzhou

目前学术界对于农村集体建设用地流转的研究主要集中于集体建设用地流转市场化运作的角度,忽略了集体建设用地流转的现实需求与政策供给、实践规范的不完全匹配及农民对流转认知的偏差等一系列问题,导致部分研究成果在实际运用过程中缺乏可操作性。基于此,文章在分析当前我国集体建设用地流转存在问题的基础上,提出了完善相关法律、制定分类处理方法、加强政府引导和服务等解决策略,并结合广州的集体建设用地流转实践展开论述分析,以期为类似地区的集体建设用地流转提供一些参考。

At present, the research on colective land circulation is folowing the marketization view, ignore the reality demand and policy supply, practice standard, and the farmer’s misunderstand to these work, the research result has few maneuverability. Base on this, the paper analyzes the problems of China’s colective land circulation, put farward the strategies about low, handling method, government guidance and service. Then, the paper takes Guangzhou as an example, hopes to ofer some reference to other cities.
