基于利益相关者视角的社会资本参与公立医院办医共同治理模式的构建

Based on the Stakeholder Perspective to Form Medical Construction of Common Governance Mode of Social Capital to Participate in Public Hospitals

笔者从利益相关者视角出发,探讨社会资本参与公立医院办医的共同治理模式,提出治理原则,及医院所有权、经营权和管理权三权分立的相互制衡思想。并结合试点医院改革实例,对治理效果展开分析与评价,以期为社会资本参与公立医院改制提供思路和参考。

Social capital to participate in the public hospital reform is seen as a new reform effective way to alleviate ＂medical care costs high, medical care is difficuh to get ＂, and the new heahhcare reform clearly put forward establishing and perfecting hospital corporate governance structure. From stakeholder perspective, this paper discusses the social capital to take part in the governance of public hospitals to do the medical mode, put forward the governance principles, and the thought of separation of powers which balances hospital ownership, management and control. And combining with pilot hospital reform as an example, analyzes the governance effect and evaluation, social capital in order to participate in the public hospital restructuring and provide some references.
