生态水城市的水系治理战略项目评述及对我国的启示

城市与水有密不可分的关系,当今生态园林城市的构建,不能忽视对城市水系脉络的梳理和重构。一些经过工业化的发达国家的城市,都经历了先发展后治理的过程,尤其是一些水系丰富的城市,在充分意识到传统水利治理的弊端后,将河流水系的治理提升到国家战略层面进行考量,营造城市与水相融合的生态水城市。德国、瑞士等国的近自然河道治理工程、日本"多自然型河川"工程、荷兰"给河流以空间"战略项目以及新加坡"ABC水计划",均为国家层面的针对河流水系改造的战略项目,剖析与借鉴他们的经验,对于重塑我国生态园林城市的景观格局,提升城市品质与形象具有非常重要的意义。

Cities are closely related with water. The arranging and reconstruction of urban water system can＇t be ignored while building today＇s ecological garden city. Some cities of developed countries which have gone through industrialization have experienced the process from fast development to tough period, especially for the cities own rich water resource. After fully awaring of the drawbacks of traditional water control method, the management of river system are upgraded to the level of national strategic guideline, in order to create an ecological water city gently combining urban water system with the city context. The river control method ＂Naturnaher Wasserbau＂ in Germany, ＂Multi-natural River Regulation＂ project in Japan, ＂Room-for-the-Rivers＂ strategic project in the Netherlands and ＂Active, Beautiful, Clean Waters Program＂ in Singapore, are all the typical programs at the national level for the river system transformation and management which can provide valuable experience for the reshaping of landscape pattern of ecological garden city in China, enhancing the quality and image of the city as well.
