平衡计分卡在项目管理绩效评价指标体系中的构建

The Establishment of BSC(Balanced Score Card)in Performance Evaluation Index System for Project Management

随着中国成为仅次于美国的世界第二大研发经费投入国家,科研经费的绩效管理评价开始受到各界关注。将平衡计分卡方法运用于项目管理,通过构建绩效评价指标体系对科研单位项目使用效益进行科学的评价与考核势在必行。阐述了我国科研单位项目绩效管理现状,介绍了绩效管理与平衡计分卡的概念,探讨了平衡计分卡4个维度指标在科研项目绩效管理中的构建以及各指标的权重分配。

Along with that China has become the second largest R D input country just behind the U.S. in the world,and the performance management evaluation of R D input is starting to get attention from all walks of life. Applying BSC method into the project management and conducting scientific evaluation and assessment on of scientific research unit＇s project use efficiency through establishing the performance evaluation index system is an imperative. This paper expounds the current status of project performance evaluation if scientific research units in China, introduces the concepts of performance management and BSC, and probes into the establishment of four indexes of BSC in scientific research project＇s performance management and the weight distribution of each index.
