摘要
香港地铁成功的"R+P"开发模式对于温州市域轨道建设具有重大的借鉴意义,主要体现在缓解交通压力、减少运营亏损、提高轨道企业自身价值等方面,但在国内,目前运用该模式时还存在诸多难点。针对温州市域轨道建设实际面临的情况,仅从土地方面着手,分析"R+P"模式中开发用地的土地取得方式、用地指标及耕地占补指标3种较为关键的土地制约因素。在借鉴已有研究及实践工作的基础上,提出建议:研究温州市域轨道沿线土地综合开发用地取得的政策,并提出相应的实施细则;制定耕地耕作层表土剥离实施细则;争取用地指标上下联动;通过以上措施,破解土地制约因素。
"R+ P", the successful development mode of Hong Kong Metro, has provided important references for Wenzhou regional railway construction, which can help to ease traffic pressure, reduce operating losses, improve the railway enterprise's own value and so on. But there are many difficulties in the application of this mode. Considering the actual problem of the Wenzhou regional railway construction, this article analyzed three kinds of land restriction in "R + P" mode, including the mode of land acquisition, the land use index as well as the farmland requisition-compensation index. Some suggestions are given: the land use policy of Wenzhou regional railway should be studied; implementation details should be formulated; and the detailed rules for the implementation of arable layer of topsoil stripping to compensate farmland and the land index fluctuation linkage solution should be drawn up.
