Approach to Build Metadata Schema of Highway Construction Project Records Management

公路建设项目文件管理元数据方案的构建应遵循PDCA循环的科学程序,做到事前计划、事中控制,事后检查。计划阶段要充分调研、深入分析,从现有标准规范选择方法,从现状中准确把握需求与要求;执行阶段要植根于现行标准和现实需要来确定元数据实体、元素和关系等;运用专家审查、项目检验和系统试运行等方式对方案进行检查,并在此基础上不断改进。制定元数据方案不能一蹴而就,而要参照PDCA循序渐进优化发展。

Based on PDCA management cycling method which plan and control in advance, check after the event,it devotes to build metadata schema for highway construction project records management.On the strength in-depth study and analysis of current situation,it helps to develop science skills and processes from standards,do demand analysis during the plan phase.In the stage of implementation,it should determine the entity, element,element of metadata, and so on.Then,it should take action,such as specialist examinations, inspection by attributes,the test run of the system,to improve metadata schema.It needs to develop metadata schema continuously just as PDCA,instead of accomplishing in an action.
